Local made usually means cheaper as there's no import duties nor asscoiated transport costs.
My understanding from the media info is that the Federal Government will be subsidising Toyota for the making of a locally-made Toyota Camry Hybrid vehicle.
Not sure when the vehicle is to be released for sale though.
